Raising Standards in the
Elementary Program 2007-2008
The Sumner School District Board of Directors has approved setting
standards for what students should know and be able to do as they
move from grade to grade.
The purpose of the standards is to raise expectations for student
performance, clearly state expectations, and ensure that our students
develop a strong foundation of basic skills. This will make sure
our students meet the increased requirements for high school graduation.
In addition, they will have the tools necessary to follow through
with their plans after high school.
Students who meet these standards have a reasonable expectation
of success at the next grade level with continued effort, work completion,
and good attendance. Students will receive information from teachers
that show progress toward meeting the goals. Grade promotion and
retention will largely be based upon results of these expectations.
Achieving Success
Students at risk of not meeting expectations will be provided the
opportunity to participate in extended learning activities, such
as summer school and before and/or after school programs. A fee
may be charged.
Exiting Kindergarten
Students entering grade 1 are expected to know and be able to do
the following:
- Reading: Adapted Literacy Survey Score of 80% or higher OR successfully
able to read at a level 3 on the Developmental Reading Assessment
(DRA) OR able to demonstrate at least 17 of 21 reading behaviors
on the District Reading Continuum (Developing Column).
- Writing: Demonstrate at least 10 of 13 behaviors on the Primary
Writing Kindergarten Checklist (Emergent) by the end of the year.
- Math: Achieve 80% or more of the skills on the District Math
Continuum.
Exiting Grade 1
Students entering grade 2 are expected to know and be able to do
the following:
- Reading: Score at least 11 of 16 on level 18 on the Developmental
Reading Assessment (DRA).
- Writing: Demonstrate 12 of 16 behaviors on the District Primary
Writing Checklist (Beginning) OR score 9 of 12 on three of six
traits on the district writing assessment.
- Math: Score 75% on 8 of the 10 required unit reviews AND score
a level 3 on three required written assessments.
Exiting Grade 2
Students entering grade 3 are expected to know and be able to do
the following:
- Reading: Meet one of the expectations: Score 12 or higher on
level 28 of Developmental Reading Assessment (DRA) OR Degrees
of Reading Power (DRP) Independent Score of 22 or higher.
- Writing: Meet two of the following three expectations: Score
11 of 16 points on three different classroom writing assignments
OR 12 of 16 points on the district writing assessment OR 15 of
22 on the Writing Skills Checklist (Expanding).
- Math: Score 75% on 8 of the 10 required Integrated Unit Review
Tests AND score a level 3 on three required written assessments
AND addition and subtraction facts to 12—50 problems with
90% accuracy in 4 minutes.
Exiting Grade 3
Students entering grade 4 are expected to know and be able to do
the following:
- Reading: Meet one of the following expectations: Read at level
38 on the Developmental Reading Assessment (DRA) OR a total DRA
Score of 67 on the Bridge Kit OR Degrees of Reading Power (DRP)
Independent Score of 34 or higher.
- Writing: Meet one of the two following expectations: Three classroom
writing samples – two at 16 and one scoring an 18 OR District
Writing Assessment Score of 16 or more of a possible 24 points.
- Math: Score 75% on 8 of 10 required unit reviews AND score a
level 3 on three required written assessments AND addition and
subtraction facts to 18—50 problems with 90% accuracy in
3 minutes.
Exiting Grade 4
Students entering grade 5 are expected to know and be able to do
the following:
- Reading: Meet one of the following expectations: A total score
of 80 points on the Developmental Reading Assessment (DRA) OR
Degrees of Reading Power (DRP) Independent Score of 42 or higher.
- Writing: Meet one of the two following expectations: Three classroom
writing samples – two at 16 and one scoring an 18 OR District
Writing Assessment Score of 16 or more of a possible 24 points.
- Math: Score 75% on 7 of 9 required unit review tests AND score
a level 3 on three required written assessments AND multiplication
facts to 12’s—50 problems with 90% accuracy in 3 minutes.
Exiting Grade 5
Students entering grade 6 are expected
to know and be able to do the following:
- Reading: Meet one of the following expectations: A total score
of 87 on the Developmental Reading Assessment (DRA) OR Degrees
of Reading Power (DRP) Independent Score of 46 or higher.
- Writing: Three classroom writing samples – two at 16 and
one scoring an 18 OR score of 16 of possible 24 points on the
District Writing Assessment.
- Math: Score 75% on 6 of 8 required unit reviews AND score a
level 3 on three required written assessments AND multiplication
facts to 12’s—50 with 90% accuracy in 3 minutes AND
division facts to 12’s—50 problems with 90% accuracy
in 3 minutes.
IEP Students
For students receiving instructional support from Special Education,
standards will be stated in the student’s Individualized Education
Program (IEP). These goals are specific for each student who qualifies
for Special Education services. Qualification for Special Education
services is defined by federal and state laws.
