Evaluation Criteria and Consideration Factors for
Changing and Setting School Attendance Boundaries
Student Transportation Needs
- Create boundaries that provide the greatest proximity of student residences to schools
- Provide appropriate and safe busing routes; consider travel time, traffic flow, student safety, safe operation of school buses, and busing costs
- While students may not necessarily attend the closest school, distance, transportation time and routing should be considered in formulating attendance boundaries
- Consider appropriate and safe walking distances for students not transported by school buses
Continuous Attendance Areas
- Contiguous (connecting) attendance areas should be maintained, where possible
- Avoid splitting neighborhoods, where possible
School Size/Student Capacity
- Number of students who can be housed at school
- Special programs (Special education, highly capable) to be offered at the school
- Efficient building utilization, maximizing student population without exceeding capacity for some growth
Five-Year Boundary Plan
- Ability of an attendance area to accommodate the anticipated enrollments for a minimum of five years
- Attendance areas should be planned that will limit the number of boundary changes experienced by students
- Consider rate of new development and student population shifts
- In established areas with little or no demographic change projected, boundaries should be planned to last for a significant periods of time
